ESG Reporting for SMEs: Governance Controls Behind a Credible Report
An ESG report is frequently treated as a publication exercise: a narrative assembled for stakeholders, with figures drawn from whatever is readily available. The Corporate Governance Handbook for SMEs 2014 took a different position, describing an ESG report as a means to develop and disclose a more comprehensive management strategy rather than a promotional “green book”. That distinction remains the practical test. A report is only as credible as the processes behind it.
Scope and materiality come first
The handbook’s sequence is deliberate: define the report’s business or geographic scope, identify material subject areas, aspects and KPIs, and only then begin data collection. For an SME, this discipline prevents the common failure of reporting whatever is measurable rather than what is relevant. Scope decisions should be documented, because they determine which entities, sites and periods are covered and therefore what the reported figures represent.
Separate voluntary practice from legal obligation
The 2014 handbook described the then-emerging HKEX reporting regime. That is historical context, not a statement of current requirements. Today, HKEX ESG Code requirements apply to listed issuers, while Hong Kong’s broader ISSB-aligned roadmap is directed at publicly accountable entities (PAEs). A private SME should not assume listed-issuer requirements apply to it.
- HKICPA issued the Hong Kong Sustainability Disclosure Standards in December 2024; they are fully aligned with ISSB Standards and became effective for voluntary application on 1 August 2025.
- Hong Kong’s stated target is full adoption of ISSB Standards, with large PAEs expected to adopt no later than 2028; the pathway applies to PAEs, large PAEs first and subsequently all PAEs.
- HKEX’s revised climate-related requirements, based on IFRS S2, started on 1 January 2025; Hang Seng Composite LargeCap constituents face mandatory climate disclosures from 1 January 2026.
- HKEX plans to consult in 2027 on mandating Hong Kong Standards for listed entities, with an expected effective date of 1 January 2028.
These timetables are issuer- and entity-specific. Voluntary adoption by an SME is a governance choice, not a compliance default.
Treat ESG information as controlled reporting data
The handbook’s sequence—scope, indicators, collection, quality assessment and analysis—supports a practical control chain. Assign responsibility for each indicator. Document methods and assumptions. Retain evidence. Review calculations. Reconcile reported figures to source records. HKEX guidance specifically calls for disclosure of relevant standards, methodologies, assumptions or calculation tools, and emissions conversion-factor sources. These are the same disciplines applied to financial reporting under IFRS or HKFRS: the reported number is the output of a controlled process, not an assertion.
The valuation connection
ESG is a valuation input where relevant, not a report-writing exercise. IVS, effective 31 January 2025, includes an ESG definition and guidance that valuers should be aware of relevant legislation and frameworks; significant ESG factors should be considered where measurable and reasonable under professional judgement. A joint VPO information-request guide states that IVS 2025 expects consideration of significant ESG factors and the ESG regulatory environment to the extent measurable and reasonable, and recommends obtaining relevant ESG information from management and advisers.
What a defensible report supports
A report that makes evidence traceable supports assurance, lending and valuation work. The sources establish the need for data collection, quality assessment and disclosure of calculation methods; they do not prescribe a universal SME assurance requirement. Publication alone does not validate the underlying data. The control chain does.
